WCO and WTO joinforces to minimize disruptions to cross-border trade in goods

The heads of theWorld Customs Organization (WCO) and the World Trade Organization (WTO) issueda joint statement on 6 April pledging to work together to facilitate trade inessential goods such as medical supplies, food, and energy.

世界海关组织(WCO)与世界贸易组织(WTO)的领导人于4月6日发表联合声明,承诺共同努力促进医疗用品,食品以及能源等必需物资的贸易。

WCO Secretary GeneralDr. Kunio Mikuriya and WTO Director-General Roberto Azevêdo said the two organizations wouldwork closely together to minimize disruption to cross-border trade in goods – in particularthose essential to combat the COVID-19 pandemic – while safeguarding public health.

WCO秘书长御厨邦雄(Kunio Mikuriya)与WTO总干事罗伯托·阿泽维多(Roberto Azevêdo)表示,这两个组织将密切合作,在保障公共卫生的同时,最大程度上降低跨境货物贸易所受的干扰,尤其是与抗击新冠疫情密切相关的跨境贸易的干扰。

They also pledged toestablish a coordinated approach to support initiatives that facilitatecross-border trade so that essential goods can quickly reach those most inneed, including in least developed and land-locked countries. WCO and WTOmembers have already been invited to increase transparency by sharinginformation on new trade and trade-related measures introduced in response tothe COVID-19 pandemic.

他们还承诺为支持便利跨境贸易的倡议而建立协调的方法,以使此类必需物资快速抵达最需之处,包括最不发达国家和内陆国家。世界海关组织与世贸组织的成员已受邀分享了为抗击新冠疫情所采取的贸易和及贸易相关新措施的信息,以提升透明度。

“As COVID-19 continues tospread globally and governments consider new measures to protect the health andwell-being of their citizens, we urge Members to ensure that any new borderaction is targeted, proportionate, transparent and non-discriminatory,” they declared. The text of the joint statement is below.

The COVID-19pandemic, while above all a public health crisis, presents the world withunprecedented social and economic challenges. Emergency measures needed to curbthe spread of the disease have unintended impacts on the world economy andtrade, including the global supply chains that produce and distribute essentialgoods such as medical supplies, food, and energy.

新冠疫情虽首先是一场公共卫生危机,但给世界带来了前所未有的社会和经济挑战。遏制疾病蔓延所需的紧急措施对世界经济和贸易产生了意料之外的影响,包括影响了生产和分配诸如医疗用品,食品和能源等必需物资的全球供应链。

To support theongoing efforts to mitigate the social and economic effects of the pandemic,we, the Secretariats of the World Customs Organization (WCO) and the WorldTrade Organization (WTO), agree to work closely together to minimize disruptionto cross-border trade in goods– in particular those essential to combat COVID-19 – while safeguarding public health. We commit to provideappropriate support to all relevant stakeholders.

世界海关组织(WCO)和世界贸易组织(WTO)秘书处,为了支持在减轻新冠疫情所带来的社会和经济影响方面的持续努力,我们承诺通过密切合作,在保障公共卫生的同时,最大程度上降低跨境货物贸易所受的干扰,尤其是对抗击新冠疫情至关重要的货物贸易的干扰。我们承诺为所有利益相关者提供适当的支持。

Within our respectivemandates, we have already invited Members to increase transparency by sharinginformation on new trade and trade-related measures introduced in response tothe COVID-19 pandemic. To the extent appropriate, we are making suchinformation publicly available through our respective websites.

在我们各自的职权范围内,我们已经邀请成员分享为应对新冠所采取的贸易及与贸易相关新措施的信息,以提升透明度。在适当范围内,我们将通过各自的网站公开提供此类信息。

We are also willingto establish a coordinated approach in support of initiatives that facilitatecross-border trade in goods, in particular those key to combat COVID-19. Thiswould allow that essential goods can quickly reach those most in need,including in least developed and land-locked countries.

我们也愿意建立协调的方法来支持便利跨境货物贸易的倡议,尤其是与抗击新冠疫情具有关键作用的跨境货物贸易。这将使得此类必需物资可快速抵达最需之处,包括最不发达国家和内陆国家。

As COVID-19 continuesto spread globally and governments consider new measures to protect the healthand well-being of their citizens, we urge Members to ensure that any new borderaction is targeted, proportionate, transparent and non-discriminatory – as agreed by G20 leaders. We stress that these measuresshould be temporary, and we encourage Members to rescind them once they are nolonger needed, especially if they restrict trade. We welcome initiatives tofacilitate and simplifycross-border procedures and urge our Members to prioritize those for exportingand importing essential goods.

随着新冠肺炎继续在全球蔓延,各国政府正在考虑采取新措施来保护其公民的安康,我们敦促成员确保任何新的边境举措都是具有针对性的,相称的,透明且非歧视性的,正如二十国集团特别峰会上各国领导人所同意的那样。我们强调,这些措施应当是暂时的,并鼓励成员在不再需要这些措施时及时废止,特别是限制贸易的措施。我们欢迎便利与简化跨境手续的倡议,并敦促我们的成员对必需物资进出口给予优先性。

As the pandemicevolves, we will continue to further explore ways to coordinate the efforts ofthe two organizations in response to the COVID-19 pandemic aimed at keepingtrade flows open for the safety of populations around the world and a strongrecovery of the global economy.

随着疫情的演变,为了保持贸易流动能够面向世界各地人民的安全与全球经济的强劲复苏而敞开,我们将继续探索两个组织协同努力应对新冠疫情的方法。
